Engaging people from different areas of a refinery with differing expertise and experience will inevitably help overcome constraints, says Bob Kent, Vice President of Refining, CITGO Petroleum Corporation. “Recognize that management may not have all the answers. Have a system that allows people to make decisions within their areas of expertise,” he adds.
A speaker at the marcus evans Petrochemical & Refining Summit 2011, taking place in San Antonio, Texas, August 22-24, Kent discusses refinery plant optimization strategies, and the role of employee engagement.
What would help increase the output of a refinery plant?
Bob Kent: You need to have a good set of economics to understand where your incentives are for increasing output, then go through a systemic analysis of what is holding you back from achieving the desired output. We find that engaging people from different areas of a refinery, with differing areas of expertise and experience, help overcome those constraints.
What would ensure equipment reliability?
Bob Kent: Understand the causes of your poor reliability. Identify small deviations to normal performance and remedy those, before they become more significant events and result in an unplanned outage. In our plants we say, “Fix it while it’s small”.
What would improve plant safety?
Bob Kent: It is important to have a single program throughout the entire facility, for all employees and contractors. There also should be some measure of personal accountability or responsibility.
What are the latest trends and opportunities in this field?
Bob Kent: We believe there may be a general trend towards widening discounts for high sulphur crudes, therefore being able to process those will be increasingly important.
In terms of regulations, a lot of the greenhouse gas regulations have not been set yet. While we are comfortable with improving the energy efficiency of our plants which reduces greenhouse gases, the cost to purposely recover or reduce GHG beyond improving efficiency are incredibly costly.
What best practices would you recommend?
Bob Kent: Engage your people. Recognize that management may not have all the answers. Have a system that allows people to make decisions within their areas of expertise. You need a system for feedback and continuous improvement as you set your targets and goals. You need to understand why you did or did not achieve those goals.
